A graduate of Fairmont State College with a bachelor's degree in business administration, with additional course work toward an MBA at the West Virginia College of Graduate Studies, Mr. Haney serves the West Virginia Education Association (WVEA) as their Executive Director. Mr. Haney was first employed by the WVEA in 1978 as Director of Business Affairs and became the Assistant Executive Director in 1987 and Executive Director in 1995.  Prior to joining the WVEA staff, Mr. Haney was the assistant to the Executive Director of the West Virginia Teachers' Retirement Board for four years.
 
Mr. Haney's expertise on finance and education is frequently sought by state groups.  He has been appointed by Governors, legislative leaders, and the West Virginia State Superintendent of Schools to serve on numerous government committees and commissions dealing with retirement, health insurance, school finance and investments.
 
In November 1988, after Governor Gaston Caperton was elected, Mr. Haney was one of ten financial experts appointed by Caperton to serve on the "Financial Condition Task Force" to determine the financial condition of West Virginia prior to Caperton assuming office in January 1989.
 
In March 1989, Mr. Haney was appointed to the Governor's Public Retirement Task Force to study and recommend necessary pension reforms in West Virginia.  This task force's work resulted in the current actuarial funding of the old Teachers Retirement Plan, the adoption of the new defined contribution retirement system and the consolidation of the administration of all plan programs under one agency, the Consolidated Public Retirement Board.  In 1991, Mr. Haney was appointed by Governor Caperton to serve on the Consolidated Public Retirement Board. He was appointed to the Board of Trustees for the West Virginia Investment Management Board on April 22, 1996.
 
Mr. Haney and his wife Terry reside in Hurricane, they have three daughters and six grandchildren
