Board of Trustees

The Board of Trustees (Board) is the governing body for the Investment Management Board charged with the ultimate responsibility for completion of the Investment Management Board’s mission.  It consists of thirteen members.  Three serve by virtue of their political office, the Governor, the Auditor and the Treasurer.  The remaining ten are appointed by the Governor with the advice and consent of the West Virginia Senate.  Of the remaining ten, one must be an attorney, one must be a certified public accountant (CPA) and all must have experience in pension management, institutional management or financial markets.  No more than six of the ten appointed trustees may be from the same political party.  Terms are for six years and are staggered. 

The Board of Trustees has responsibility for establishing and maintaining broad policies and objectives for all aspects of WVIMB’s operation. Central to this is the Board of Trustees’ responsibility for the prudent investment of all assets managed by the WVIMB.

James C. Justice, II was born April 27, 1951, to James Conley Justice and Edna Ruth Justice. He attended Raleigh County public schools, graduated from Woodrow Wilson High School and attended Greenbrier Military Academy. Governor Justice went to Marshall University in Huntington and was captain of the golf team before earning his undergraduate degree and a Masters in business administration.

Justice has spent his career creating thousands of jobs.

He joined his family’s business in 1974. Because of his strong interest in nature and the outdoors, he started Justice Family Farms in 1977. He is now the largest farmer east of the Mississippi River.

Upon his father’s death in 1993, Jim became the President and CEO of Bluestone Industries and Bluestone Coal. Over the next 15 years, he launched a massive expansion of multiple businesses.

In 2009, Justice rescued The Greenbrier resort in White Sulphur Springs, from bankruptcy. Since then he has brought major events like the PGA Tour, training camps for the NFL and NBA, and countless high-profile acts and conferences to The Greenbrier.

Continuing the family’s tradition of being major supporters of youth programs, since 1992 he has been President of Beckley Little League. He has coached basketball teams of all ages for 36 years and is currently the head girls and boys basketball coach at Greenbrier East High School.

Jim and his wife Cathy recently celebrated their 40th anniversary.

The Governor and First Lady have two children, James (Jay) C. Justice, III, who runs the family’s coal and agriculture operations, and Dr. Jill Justice, president of Greenbrier Hotel Corporation and a physician at the Greenbrier Clinic.

The Justice family also includes Jay’s wife, Catherine Grainger Justice, and Jill’s husband, Adam Long. Jim and Cathy live in Lewisburg with Molly Belle and Lucy, their two Boston terriers.

John B. “JB” McCuskey, West Virginia’s 21st State Auditor, was a two-term member of the House of Delegates, District 35 in Charleston from 2012-2016. He is a graduate of The George Washington University, Washington, D.C., with a degree in Political Communication. He is also a graduate of the West Virginia University College of Law, and was previously an attorney for six years with Steptoe & Johnson in Charleston.

While serving in the West Virginia House of Delegates, Auditor McCuskey was a member of the Energy, Industry and Labor, Judiciary, Banking and Insurance (chair), and Enrolled Bills (chair) Committees. He also served on Interim Committees including Energy, Judiciary, Technology, and the Regional Jail and Correctional Facility Authority (chair).

Born in Clarksburg, and a longtime resident of Charleston, Auditor McCuskey is a graduate of George Washington High School, Class of 2000. Before attending law school, he worked as a civilian for the Department of Defense at the Pentagon, Washington, D.C., in the offices of the Army and Department of Defense General Counsels.

Auditor McCuskey is the son of John F. McCuskey of Charleston, 70th Justice of the Supreme Court of Appeals of West Virginia and former member of the State Legislature, and the late Anne McCuskey. He resides in Charleston with his wife, Wendy, and daughter, Charlotte Anne, where they own a small business.

Riley Moore, Treasurer of the State of West Virginiaa, Ex officio Member

Riley Moore is West Virginia’s 25th State Treasurer and was elected in 2020. Born in Morgantown, Treasurer Moore started his career as a welder. He received an undergraduate degree in Government and International Politics from George Mason University and a Master’s Degree in Strategic Security Studies from the National Defense University at Fort McNair.

For many years, Treasurer Moore served as a national security advisor to the Foreign Affairs Committee in the U.S. House of Representatives. He also worked as a contractor with the Department of Homeland Security. He most recently worked in the defense and aerospace industry at Textron.

In 2016 Treasurer Moore was elected to the West Virginia House of Delegates to represent the 67th District, which includes portions of Jefferson County – including Shepherdstown and his home in Harpers Ferry. He served in House leadership as an assistant majority whip and in 2018 he was named the incoming Majority Leader of the House of Delegates. In one term Treasurer Moore sponsored 24 bills that became law that were aimed at protecting individual freedoms, making West Virginia a better place to do business, and ensuring government works for you.

Treasurer Moore took office in January 2021 and immediately went to work with the focus to make the office more modern, transparent, and accountable. In his first term, he reduced the size of the office by 5 percent and returned $15 million to taxpayers. During the 2021 Legislative Session, he championed nine bills which became law. One of his top priorities was the Jumpstart Savings Plan, which allows individuals who wish to pursue a vocation or trade to make tax-free contributions to a savings and investment account that can then be used to help cover business startup costs, equipment, tools, certifications, and licenses needed for their occupation. His inspiration for the bill came from his own experience as a welder.

He and his wife, Mina, reside in Harpers Ferry with their two young daughters.

Biography

Georgette Rashid Georgette is a successful second-generation West Virginia entrepreneur. She is the CEO and Executive Officer of Monarch Holdings, LLC. In addition, she is the Owner and Partner of Equity Holdings LLC and George Investment Holdings, LLC.

After leaving West Virginia and obtaining degrees in biomedical and electrical engineering from Vanderbilt University, she was employed by Hewlett Packard Corporation in technical sales and management for over 10 years. While at Hewlett Packard she was awarded the company’s highest honor when she was awarded the President’s Award by Messers Hewlett and Packard. In 1991, Georgette left Hewlett Packard to return to West Virginia and work in the family business.

As CEO of Monarch Holdings, LLC, she is responsible for the overall management of a group of companies operating in the areas of retail and office real estate, hotel real estate and operations and investment operations. In this position, she manages the day to day finances and administration, as well as oversees the Southridge Centre Shopping Center which consist of over one million square feet of occupied space. Georgette’s ownership and partnership with Equity Holdings LLC involves residential real estate rental and land holding interests.

Georgette is a member of the Board of Director for Summit Community Bank and NASDAQ listed Summit Financial Group where she serves on its audit committee. She is active in various community and philanthropic organizations including service as a member of the boards of the Charleston Convention and Visitors Bureau, South Charleston Convention and Visitors Bureau, The Greater Kanawha Valley Foundation, the Executive Committee for West Virginia Regional Technology Park Corporation.

Georgette is an active member of the World President’s Organization where she has served as a state Chapter Chair. Her past activities and positions have included service as Vice President of the Thomas Hospital Foundation, Vice President of United Way Family Enrichment Center, and membership in the Community Council of Kanawha Valley. She was also served as the Finance Chair for the West Virginia chapter of The Young President’s Organization.

Georgette has been honored to receive the YWCA Woman of Achievement Award and the Hewlett-Packard President’s Award. In 2019, she was honored at the West Virginia State University Foundation Black & Gold Gala for her contributions as a community and business leader to our wonderful state.

Georgette is married to Kent J. George, an attorney at and the Managing Member of Robinson & McElwee PLLC, and is the proud mother of three children, Alexandra, Nicholas, and Francesca.

Biography

Ms. Prezioso joined Piper Jaffray in April of 2012 as Senior Vice President and Manager of the West Virginia Public Finance office. She retired from Piper Jaffray in July 2016. She was employed with Raymond James as a Director and Manager from June of 2008 to April of 2012. From 1991 to 2008, Ms. Prezioso was employed at Ferris, Baker Watts as an investment banker. From August through December 1990 she worked as State Campaign Director for the re-election of United States Senator John D. Rockefeller IV. From 1984 to 1990, she worked for Young Moore and Company and Wheat First Securities as a public finance investment banker. From 1977 to 1984, Ms. Prezioso served in various positions in West Virginia State Government including Deputy Commissioner for Finance and Administration, Executive Director for the Municipal Bond Commission, and Senior Investment Officer and Acting Director of Investments for the State. Ms. Prezioso also taught part time courses at Fairmont State College and at West Virginia College of Graduate Studies. She currently serves on the Board of Commissioners for the Charleston-Kanawha Housing Authority and is on the Rural Rehabilitation Loan Committee for the West Virginia Department of Agriculture. She holds a BS in Business Administration and an MBA from West Virginia University. She also holds the Series 7, Series 52, Series 53 and Series 63 securities registrations.

A Certified Public Accountant in West Virginia and Virginia, Mr. Rossi is a member of the American Institute of Certified Public Accounts and the West Virginia Society of Certified Public Accountants. He is a past President of the West Virginia Society of CPAs and is a past President of the Charleston Chapter of Certified Public Accountants. He has served as a member of the West Virginia Board of Accountancy and is a Past President of the West Virginia Board of Accountancy.

He is a member of the Charleston Rotary and a member of the Board of Directors of the Charleston Area Alliance where he serves as Chairman of the Board. He is a former member of the Board of Directors of the West Virginia Board of Treasury Investments, where he served as Chairman of the Audit Committee and Secretary of the Board, and he currently serves as a member of the West Virginia Racing Commission.

He is a member of the Board of Directors of the West Virginia University Alumni Association, where he serves as Vice Chairman of the Board of Directors.

Mr. Rossi graduated from West Virginia University with a Bachelor of Science Degree in Business Administration with a concentration in accounting.

Mr. Rossi’s background includes serving in various capacities on audits of financial institutions and commercial entities. Also, he has served as a consultant to West Virginia financial institutions and other businesses involving operational and performance projects, regulatory and tax-planning matters and various mergers and/or acquisitions, including filings with the Securities and Exchange Commission (SEC) and various bank and bank holding company regulatory agencies. Mr. Rossi has performed several peer reviews of CPA firms who concentrate on providing professional services for banks. He has also served as a consultant to several of these firms on technical issues that may arise in the course of serving their clients’ professional service needs.

Mr. Smith is the Administrator of the West Virginia Laborers Trust Funds. In this capacity, he oversees the operation and custody of $300 million of pension and health and welfare assets. He is nationally recognized as an expert in investment and pension matters, and he currently serves as a speaker for the International Foundation. In 1990, Mr. Smith was the youngest bank president in modern West Virginia history. He has 24 years of banking and investment experience and is a CPA. He holds an MBA from West Virginia Wesleyan and a B.S. (Accounting) from West Virginia University.

Biography

Mr. Snider was born in Parkersburg, West Virginia and graduated from Parkersburg High School in 1969. He is a graduate of Glenville State College with a Bachelor of Arts in Business Administration and a graduate of the Banking School of the South-Louisiana State University. Randy has spent his entire career in banking and is currently President and Chief Executive Officer of Community Bankshares, Inc. and Community Bank of Parkersburg, a position he has held since 1991.

Randy is a current member of the Board of Directors, former Chairman of the Board, and current member and former Chairman of the Audit Committee of the Bankers Bank of Kentucky. Randy’s other professional affiliations include being a current member and former member of the Board of Directors of the Independent Community Bankers Association of America and current member and former member of the Board of Directors of the Community Bankers of West Virginia.

Randy’s active support of his community includes: Member of the Board of Directors and the Executive Committee and former President of the Wood County Development Authority, member of the Board of Trustees and the Investment Committee of the West Virginia University at Parkersburg Foundation, member of the Board of Trustees of Camden-Clark Memorial Hospital, member of the Board of Directors and the Finance Committee and Past Chairman of the Board of the Parkersburg YMCA, and a member of the Parkersburg Rotary Club. Randy has also previously been a member of the Board of Directors of the United Way of the Mid-Ohio Valley and the Smoot Theatre, and a member of the Boys Club Foundation and the Blennerhassett Historical Park Commission.

Randy is married to Pamela Snider.
